Cognitive refers to thoughts. Behavioral refers to actions. Perhaps you are thinking about the controversy between behaviorists and cognitivists. Radical behaviorists believed that behavior could be explained without reference to cognition—conscious decision making. Cognitivists believed that behavior is caused by our thoughts. The controversy has receded into the background. We now have cognitive behaviorists who use methods originated by behaviorists to modify thoughts in order to change behavior.
