Cupric oxide is considered "fully oxidized," while cuprous oxide is still in an active state. ... Copper needs to oxidize to reach the same level of toxicity, and while cupric oxide is oxidized, it's in a more stable oxidationstate so it doesn't wreak the same havoc as his brother, cuprous oxide.

It's chemical formula is CuO. Here Cu has a valency of +2. It is a black solid

It's chemical formula is Cu2O. Cu has a valency of +1 here. It is reddish brown in colour, existing as a solid. Comparing to CuO, Cu2O is more unstable.
