what is the difference between decibels and hertz?

Hertz is the si unit of frequency and noise is measured in decibels

Decibel is a unit for expressing the ratio between two amounts of electric or acoustic power or for measuring the relative loudness of sounds whereas Hertz is a unit used to measure frequency of sound.
