When you define a word you limit its meaning to something specific. So when you're thinking about the word define, you're looking to create a boundary of meaning around it.
On the other hand, when you describe something you report its details.You provide its attributes. The word has its roots in the Latin word describere which means "to write down.” But it doesn’t have to be written down always.
You can define a chair -a seat for one person, but when you have to describe it you will say- A chair is a piece of furniture with a raised surface supported by legs.Chairs are supported most often by four legs and have a back.Chairs are made of a wide variety of materials, ranging from wood to metal to synthetic material.
You can define a cell- the basic structural and functional unit of all organisms, but to describe it you will have to give its components, structures, processes etc.

You could say that describing, or giving the attributes of something, is one type of defining. The root meaning of “define” is to “limit.” We try to draw a verbal line that separates a given thing from all other things in our experience.
We define things mentally by:
Giving words about words such as synonyms
Stating what a thing is not
Actually physically pointing to the thing.

The more I think about it the less difference I would commit to between describing and defining. Neither is purely objective given the nature of language, as deconstructionists so clearly illustrate. As I describe a person, I define that person: e.g., “she is 70 years old, uses a walker, has gray hair, and gets lost often” defines her as vulnerable, if not feeble, and not healthy in mind. Of course she may well be relatively healthy but preoccupied. But the details I chose suggest a conclusion/definition/judgment about her.
