Electro staticforce refers to electromagnetic force that is build by static charges around their body basically called electromagnetic field. The electromagnetic field always go from north pole to south pole or positive to negitve pole in electric charges. We cannot measure field of electromagnetism but we only measure force of electromagnetic charges
