The metals which are low in the reactivity series are said to be in free state because they don't react easily and combined state is the vice versa

Free State means that is found as JUST the element. For instance, you can find elemental hydrogen (just H) in volcanoes, the sun, etc.
combined state
A compound consists of at least two dissimilar elements combined in a definite ratio. An example would be silicon dioxide, SiO2. Here, oxygen atoms are combined in a definite ratio with silicon atoms in a 2:1 ratio.
