Solar energy depends upon photoelectric effect. Where photons strike a low ionisation enthalpy plate and excites the electrons of the metal which causes potential difference.
On the other end, in case of Hydro energy the tides are made to rotate turbines which produce electricity.
Both have different ways of generating power, solar pannels are pretty much costlier whereas setup of Hydro energy is no cheaper.
Further their power generation capabilities completely depend upon the external conditions, so no one can be rated based on performance easily.
