What is the difference between hygroscopic and deliquescent substance?

Certain substances absorb moisture from the atmosphere when they are exposed to it but not enough to form the solutions are called hygroscopic substances while certain substances when exposed to the atmosphere at ordinary temperatures absorb moisture become moist and ultimately dissolve in the absorbed water,forming a saturated solution are called deliquescent substances.
