Newton's first law is based on inertia, the law explains about inertia. Which states that a body will be in rest until and unless there is a unbalanced force acting on it. Any object reits from movement until they reach their minimum optimal force. The force by which the objects resist movement is called as inertia. First law and inertia are not different. The first explains inertia.
