Electrons are the outermost part of atoms, so are directly responsible for the radius. Metal atoms lose electrons to become ions, so their ionic radius is smaller than their atomic radius. Non metal atoms gain electrons to become ions, so their ionic radius is larger than their atomic radius. Hope that helps.
