The same difference that is there between English and Speaking or English and Writing. You use a language called English to convey something to someone. With the help of writing or speaking.

Similarly, Programming language is the language used for programming. Programming is in turn the task of writing a program. And program is a set of logically connected statements that solve a problem.

e.g. Java is a programming language. You want to do programming (write a program)to find factorial of a number. So, you use Java(a Programming Language) to write the program(programming).
