Litmus paper is more crude. It only shows if an alkaline or acidic substance is present, not how strong it is. This has its uses. For instance, when testing for ammonium ions, you can heat the solution and litmus paper should turn blue if ammonium is present. This is because ammonia has formed, which is alkaline.

However, if you want to find out the pH of an unknown solution, universal indicator will give you more precise results. A pH probe would be even better.
