Both of them are used for selection, the difference is the flexibility.
The Marquee tool has 4 options, rectangular, elliptical, single row and single column. The rectangle allows you to select a rectangular area on the image, and the circle allows to select a circular area. A photography of X x Y resolution is made up of X rows and Y columns, the single row selects one row out of them and the single column selects one column.
The Lasso tool has 3 options, the freehand, by which you can draw any shape, the magnetic lasso, that is semi-freehand, you can move over an object and it will automatically detect edges to make a better selection. The third one is the polygon lasso, which is also semi-freehand, it allows you to place points, when you place 2 points, it automatically draws a line between them, and when you close the shape by placing the last point on the first point, a selection is made.
The marquee tools are mostly used in graphic designing as the objects are more symmetric shapes like boxes and circles, etc, with the exception of the elliptical marquee tool, which I frequently use for photo editing as well. The Lasso tools on the other-hand are mostly used in photography editing because there are less shape and more curves,etc
