A mini steel plant only has the capacity to perform smelting and shaping tasks. It has the steel melting facility and can make steel slabs. It can have other facilities if more investment is made. Mostly, it depends on other plants to get the essential things needed to manufacture steel.

While an integrated steel plant can perform all the tasks involved in making steel. It has all the facilities from mining to shaping. That means it can do everything from getting the raw material to making the finished product.
