The difference between hills and mountains is their size, and height. Hills are lower and less steep, and generally have rounded tops rather than jagged peaks. There is no absolute height measurement which separates hills from mountains. Often it's simply down to one's own perception. Also a slight incline may be referred to as a hill, but never a mountain, unless you are using hyperbole.
