Collection of similar cells make tissues ,like for example, collection of muscle cells forms muscle tissue. So, a collection of nerve cells is a nervous tissue, while nervous system will tell you the different components, such as the central nervous system, peripheral nervous system, etc.

Tissue is a group of cells of similar function and similar origin.
Nerves/ nervous tissue are a type of tissues
They have the same function - conducting electrical impulses to control body function
And same origin - ectoderm
