Not" always refers to a verb which it negates. "No" refers to a noun and tells you there are zero of something. Some adjectives are also nouns, like colors, which might be confusing.

Not singing.

No singers.

It is not so easy.

No apples in the basket.

No greens in the painting.

The house was not painted red.

Your examples:

(There is) not enough (of something). The verb is implicit and omitted in this case.

No chatting. Chatting is a noun.
