Ordinary paper is used in stationary and office work in jobs, etc and is even wasted or used carelessly by people, if it is wasted then people does not mind.
Whereas currency paper is something of very large value and precious to people as they can buy anything from it, and if it gets wasted people show anger

Curency paper is obtained from pineapple leaves. The leaf is processed and refined to make it smooth. Due to the compression the inter molecular space is also considerably reduced.
