there is no difference in oxygen percentage between shimla and delhi. The percentage of oxygen remains constant with altitude at about 20.9 percent. It is the total pressure of air (hence partial pressure of oxygen) that decreases. so atmospheric pressure in delhi is around 14.5psi while it is about 11.3 psi in shimla. Hence shimla will have about 80 percent of the partial pressure of oxygen in delhi. this reduces to 7.3 psi at everest base camp i.e about half that of delhi. Altitude sickness is usually of concern when going to an area above 3000m.
In Delhi there is options oxygen but not it doesn’t have the enough amount which is actually needed and in the Shimla oxygen is present in the moderate amount
