✍️soil digs deeper than simply tilling topsoil. Plowing has a very forceful, thorough deeply-aerating connotation, turning up worm colonies and breaking any random small plant/weed roots.✔️

✳️Tilling

✍️ it is more like scraping the topsoil with a shallow rake.

I presume that a tractor can be and typically is used to do both activities, with attached plow or till blade(s).✔️
