Political executive -One that is elected by the people for a specific period,is called the political executive. They are elected by the people and can be changed in the next election.Permanent executive -They are appointed by the government on a long term basis.

Political Executive is usually appointed for five years (in India) while thePermanent Executive is permanent as the name suggests. He serves up to the age of retirement as specified.Political Executive includes Ministers of both centre and state while asPermanent Executive includes bureaucracy (civil servants).
