What is the difference between progressive rock and art rock?

I always see these terms used interchangeably, but in some cases, they're separated as if they are two different entities. For instance, Yes and Pink Floyd are always labeled Progressive Rock, but rarely Art Rock. Then you have Brian Eno and The Velvet Underground labeled as Art Rock, but never as Prog. 

For these examples, I can definitely tell the difference. But then there are artists like King Crimson or Genesis that get both labels interchangeably. From what I can tell, it seems like Art Rock is more concise, like a painting within music; or they tend to lean on more avant-garde traits. Progressive Rock seems more focused on eclecticism, musical "pieces" rather than songs, and more traditional influences like Classical and Jazz. 

I'm not very worried about genres, so please no comments like "it shouldn't matter, it's all music." I understand that, and agree, but I still am curious about how to differentiate these terms for the sake of, well, I don't know! Just curiosity. Anyone have their two cents?
