Hiii....
Bhasha means language. Rashtra means National and rajya means regional/state. In India, there are 28 states and each of them have a language of their own very different from the rest of the states.
Hindi being the most popular one and widely understood one is considered Rashtrabhasha meaning language of the country. Any other language belonging to the 28 states like Punjabi, Gujarati, Kannada, Tamil, etc are called Rajyabhasha since they belong to a region/state.
So a person in Punjab state will have knowledge of Rajyabhasha Punjabi and Rashtrabhasha Hindi. Likewise a person in Gujrat state will have knowledge of Rajyabhasha Gujarati and Rashtrabhasha Hindi and so on.
