Ideally, we share at global level those things that apply to all people. At Regional level we share the things common to everyone at that level. At local level we share the things that are distinctive to our local level and we share within our family those things that are special to our family.

Administering local concerns at national or global level leads to actions and regulations that are insensitive and often inappropriate, as well as inefficient, in many local areas.

Effective action at global level depends on doing what is best done at that level and leaving the rest to lower levels of governance and administration.
