Sketches are layouts of an intended action particularly refers to drawings, that usually have fewer details and are not considered as final drafts.
Plans on the other hand, are systematic layout of ideas in a step by step manner that indicates activities to be carried out in their order. Plans are detailed and refer to the final draft someone has on something (may also be a drawing).

A sketch can be said as a rough or unfinished drawing or painting which is often used as a sample to help in making a more finished thing. A plan or can be said a design is made to made or to built something and its design is made before.
