steam happens above boiling point and vapor happens below boiling point 
vapor is surface phenomena and steam is bulk phenomena

Vapor: Vapour is the gaseous phase of any compound below its critical point, ie vapor can be condensed to a liquid by increasing its pressure without reducing the temperature.

Steam:
Steam is gaseous form of water which can be below, above or at critical point.
