both are two different literary devices.

METAPHOR :- A figure of speech in which an expression is used to refer to something that it doesn't literally denote in order to suggest a similarity.

SYMBOLISM :-
A figure of speech in which no expression is used to refer to something in order to suggest a similarity.

Symbolism:
the use of symbols to represent ideas or qualities.
