Explanation:

The Task Bar usually appears at the bottom of your screen by default. The task bar is customize-able and on most versions of the OS offers the Start Menu, a launch area with icons for frequently used programs, icons for currently running user programs, and small icons for controlling common activities and settings, such as networks and volume

Task View is a button located on the Taskbar, to the right of the Windows Start Menu button. Clicking (or tapping) the icon will tile all open programs across the screen, like a set of index cards. This allows you to see all programs that are currently open and running. Each program, shown as a card does not overlap with another, making it easy to find a specific window or application.
