What is the difference between the policies adopted by belgium and sri lanka regarding power sharing?

The policies adopted by the government of Belgium was for the welfare of the citizens. But in Sri Lanka the situation was the opposite of Belgium. There was a civil war in Sri Lanka because of the different ethnic groups.
