Learning one’s own mother-tongue is equal to learning to speak; it is a natural process. No special effort is needed for learning one’s own mother tongue.
Learning a language other than one’s own mother tongue involves effort. The amount of effort put in, of course, depends on how close you live to the surroundings of that other language . If your mother tongue is x and you live in a place where the native tongue is y and you are surrounded by people who speak language y, then there is the likelihood of your learning language y also without much effort. When a language is not your mother tongue and you want to learn language z which is not spoken in the place where you live, then the effort needed to learn language z will be much greater than the effort needed by you to learn language y.
