A citizen's duties are something they are legally required to do. For example, every citizen has to pay taxes, if they choose not to do so there will be legal consequences. A responsibility on the other hand is something voluntary for citizens to do. For example, voting is a great example of a responsibility because all though it is a great way to use your voice it is voluntary so you don't have to do it.
