“Tomorrow is a holiday.” is a sentence which firmly announces or confirms that it’s a holiday tomorrow as it is on the calendar and listed.

But the sentence “tomorrow will be a holiday” does not state that there is any confirmation or announcement of tomorrow’s holiday yet people state as a sudden declaration of a holiday is announced unexpectedly and also unscheduled.
