The only difference is that the city is the evolution of tribal communities. In fact, most of our modern-day cities have developed from small tribal villages and agricultural communities. Nowhere is this more obvious than in the ancient cities of Rome and Athens, but even more ‘recent’ cities like Paris and London demonstrate many of the characteristics that were present at the times of their respective creations. In a way, human beings are still a tribal species; it’s just that our tribes have grown from a few families, to millions of people.

I can only do the answer so much justice. For further reading, I recommend Technics & Civilisation and The City in History by Lewis Mumford.
