Both are pH indicators, however, universal indicator paper shows wether die material is acid or alkaline or neutral and gives you the exact ph-value (normally there is a scale to look at), whereas litmus paper is used to test materials solely for acidity.

Answer:

Universal Indicator : Universal Indicators are the mixture of several indicators.  These indicators changes their colour from dark red (most acidic) to deep blue (most basic).

pH paper :  pH paper, also called litmus paper, is filter paper that is treated with natural water soluble dye from lichens. pH paper is used as an indicator to test the acidity of water-based liquids.
