Gravitational force depends on the attraction between two bodies and we mostly consider that of earth's gravity. And the upthrust force is the effect of earth's gravity but it depends upon the densities of the object on which it is acting and that of the fluid due to which it is acting.

Normally for normal size objects and with normal upthrust, the upthrust is stronger. But gravity is persistent. To fully defeat gravity, you need continuous and persistent upthrust that would cost you a lot of energy.
