Voluntary actions are taken after thinking of brain whereas reflex action are sudden actions done by spinal cord.

Voluntary action is the movement which we can do according to our will. Example : we say that skeletal muscle are voluntary muscle means they can perform movement according to our desire.
Let me explain you in more simply --your arm muscles (bisceps ) which are made up of skeletal muscle , you can move your arm when you want .
but reflex action is the sudden action done by spinal cord that will happen when we are in like emergency situation. e.g. when our finger accidentally touch the candle flame, without any much thinking you will fast pull your finger away . That is called reflex action in which brain directs command you to do this reflex action.
