what is the difference?
I mean how can we know that when is oxide of a metal formed and when is hydroxide of a metal formed?

Mainly highly reactive metals usually form hydroxides.
Like potassium, sodium , calcium and other alkali metals.
Rest of metals forms Oxides which are stable.
