Possibly a simple example can give some idea. Change is one of the fundamental property of matter and this is universal —- and it applies to living, non-living and astral bodies of the universe. Biological evolution is a fact that is limited to living organisms on earth (as far as we know).

Universal truth — in a very broad sense — encompasses all the objects and it can refer to any of its common properties, characteristics or structures — that is applicable to all. Fact — in a way, refers to a small aspect of the truth that is applicable to a particular object, it also can vary over time, society/ or a particular media of reference.

By the by, there are some confusion what is universal as well. Some people also refer universal that may include the whole humanity for example, or whole earth as well. Therefore what is universal can also vary with reference to a particular content and context as well. It refers to the whole pervading reference point. Where as fact is limited to a particular point of time etc. What was fact sometime ago, may not be a fact now as things and view points have changed.
