Human resource is the most precious of all resources. Man plays the dual role of a producer or creator and a consumer or destroyer of resources. Man offers his labour — primarily mental and secondarily physical—when he creates a resource.
He interacts with Nature and builds up a cultural way of life. Culture lessens his physical labour. He has a definite aim and purpose and thus he enjoys the benefits of advancing civilizations. But the dual role played by man in the over-all scheme of resource development is not necessarily “separated by time and space.”
