Anode rays are because of nucleus containing protons and neutrons and different atoms have different ratio of protons to neutrons so e/m ratio differs(since mass is also affected by neutrons)therefore anode rays depend on the nature of electrode and gas present in it. in case of cathode rays which is made of electron e/m ratio is same because it is made of electron

m(e) = 9.10953*10^(-31) kg
....m(p) = 1.67265*10^(-27) kg =>

m(p)/m(e) = 1836.15
So e/m(p) = 1.7592*10¹¹ / 1836.15 = 9.5809*10⁷
