hydrogen has no effect on litmus paper because it is neutral in nature.

The hydrogen gas does not change the dry blue litmus paper because the gas is unable to disassociate its ion when the paper is dry and the red litmus stays red in color because hydrogen is acidic in nature, if the blue litmus paper is moistened then it may change into red
