Due to inert pair effect.. it is difficult for a atom/element to go in it higher oxydation state.

so due to inert pair effect O.S. tends to decrease...

inert effect mostly shown by 15 -17th group of element. that is oxidation state reduce by 2 for element below , which is more than other oxidation state. the reason for this inertness of inner electrons due to poor sheilding
