it is the strong oxidizing agent.

by increasing pH ,OH- increases, solution is basic

by decreasing PH,H+ Increases, solution becomes acidic

The potassium dichromate solution contain dichromate ion. the ion is less basic and so increase in pH increase in the basicity oth compound , and by decreasing the hydrogen ion concentration the dichromate ion is converted to chromate ion or vice versa
