if a line passes through (a, b) and has slope m.. then line is given by
(y - b) = m(x - a) \\ \\
here a=5 , b=-3 , m=2/3
eqn becomes

y + 3 = ( \frac{2}{3} )(x - 5)
hence option(c) is answer.....
