since the equation of circle is

(x-h)^2+(y-k)^2 = r^2

with center (h, k) = (-6,7) (given) .

(x+6)^2+(y-7)^2 = r^2 ......(I)

it passes through (4,-2)

then

(4+6)^2 + ( -2-7)^2 = r^2

10^2 + (-9)^2 = r^2

181 = r^2

putting value of r^2 in (I) we get

(x+6)^2+(y-7)^2 = 181 is right answer
