Well arguably human mind can be said as fastest too, but then that's more of a physiological approach than scientifical. No one can prove that thoughts are faster than light but we can prove that light moves fastest using experiments. Again, if you mean speed of transmission of impulses in neurons that's still slower than light..

The fastest thing in the UNIVERSE is light ( photons), they are almost mass less yet have a conceivable momentum, thus their speeds are the highest, I. e. 2.99*10^6m/s. This is also the speed limit of the cosmos as no other particle can go faster than this speed. Hence, light is also the fastest thing in the planet.
