Algebra is a whole branch of mathematics....it is having no specific formula.You can relate every algebraic identity as a unknown number

like x^2+y^2+2xy=(x+y)^2

this holds true for each and every possible value of x and y in numeric form

Two or more variables if related with some of Operators so that there is specific finite value or values of one variable with known value of other then the expression is a formula. Operators means +, - , X , / , = etc. Additional condition of formula is that it comes obviously true if deducted one side to reach otherside. Example:

(a=b)^2 = a^2+2ab+b^2 or a^2-b^2 = (a=b)(a-b) here for a value of a ther is a value of b but a > b is not a formula but in-equation. Here a has infinite no of value for any value of b. again a= b+3 is not a formula but equation because from a we cannot come to b+3 .
