frame of reference means the position or place from which an observer is observing something

Explanation:

such as in the example above the first case is of the observer inside the car therefore the frame of reference for that point is inside the car therefore the body seams to be at rest

and in the second case the observer is at ground and not inside the car so in this case the frame of reference is the ground so to a person standing ground the object inside the car is in motion

to be honest even after him giving such a good explanation you could not understand proves you to be not very good at understanding stuff so I advice you to solve more problems so as to get used to language of science and also to understand the keywords in a question
