FIR is the first information report registered when a crime take place.It is normally supposed to be filled in the police station under whose jurisdiction the crime has been committed.If the police officer refuse to register an FIR then the complainant can meet the superintendent of police and bring this to his or her notice and supreme court has also said that if a police officer refuses to register an FIR then the aggrieved person can approach the magistrate at high court and file a complaint petition.
