SIMAis a geological term or abbreviation. It is due to the fact thatthe ocean floor’s mainly constituents contains  SIMA.

It is also sometimes called the 'oceanic crust'. The name 'SIMA' was taken from the first two characters of elements silica and of magnesia. Lower layer of earth’s crust is comparable to SIMA.

This layer comprise of rocks rich in magnesium silicate minerals. Typically when the SIMA comes to the surface is  in form of basalt, so it  is also named as 'basalt layer'.
